Summit Pointe welcomes our community partners to competitively bid on contractual opportunities (RFP/Q) as they become available. We are seeking ethical providers of goods and services whose values align with our mission and whose businesses are compliant with relevant local, state, and federal requirements.
We encourage potential partners to review the posted opportunities and submit the requested information along with a proposal/quote before the stated deadline. Once the bidding is closed, the submitted, sealed bids are opened by Summit Pointe’s internal review panel. Evaluation for the award is typically based on the quotation that best meets price, quality, expertise, past performance, flexibility, and reliability, based on the criteria stipulated in the bid documents. Although Summit Pointe seeks value, price is not the primary evaluation factor but it is considered. After the selection of a provider, a contract will be negotiated.

RFP vs RFQ
- Much of the information outlined in the RFP online references Construction Management, but it is requesting a proposal submission. Are you looking for a CM model contract, or a lump sum GC contract, or is there a desire or option for a CM contract with a Not to Exceed program budget?
The project is a CM contract with a proposed budget.
- The RFP, as well as the email below, is asking for a proposal.
- No format or breakdown can be found in the materials found online or in the attached study.
- Will a breakdown or format be issued so we can be sure to submit as directed?
- The study attached is a program outline with scope narratives, which is done well, so we have no questions on that.

Bidders for the SP/Garfield Site CM RFP:
Following the interview process with Summit Pointe for the Garfield Project, it was identified that there is a wide range in submitted bids. This variation is anticipated, as initial proposals were developed based on the feasibility study, which allowed for differing interpretations of project scope, assumptions, and approach.
To support alignment and consistency moving forward, all firms are requested to carefully review the Construction Document (CD) set, which provides additional clarification and refinement of the project scope. Based on this updated information, firms are asked to revise and resubmit their bid
proposals to reflect the clarified scope and expectations. This step is intended to ensure a more accurate and equitable comparison of submissions during the final evaluation process.
Summit Pointe will review all updated submissions and proceed with the selection of Construction Management (CM) services. As discussed during the interview process, the Summit Pointe Board will not be making an award at the May meeting. Following receipt of revised bids, the interview team will provide a recommendation to the Board to support continued progress toward the project’s August completion timeline. It is anticipated the award of the CM contract will be no later than Tuesday, May 12, 2026.
